Irving L. Seelye, the company president, founded Frontier Construction Company in 1995. It was incorporated in 1997 in the state of Minnesota. The company is 100% wholly owned by Mr. Seelye, an enrolled member of the Leech Lake Band of Ojibwe Indians.
The corporate office is located in Deer River, Minnesota. The company is certified with the Small Business Administration as a HubZone contractor, and a Small Disadvantaged Business Enterprise. Frontier also qualifies as a targeted group business (TGB), and a minority business enterprise (MBE). We are a member of the Associated General Contractors of Minnesota.
We offer a full line of heavy equipment construction services including excavation, grading, installation of water and sewer utilities, site preparation, burial crypt installation and other earthwork related activities. Frontier also provides general construction and construction management services.
Equally as important to equipment and labor are the management skills and systems required to ensure a project is accomplished effectively, timely, and economically for the owner. Irving L. Seelye, Jr.
Irv Seelye is a native of Deer River, MN and has been in the construction industry since he obtained his degree in Heavy Equipment Operation and Maintenance in 1975. His more than 30 years in the industry include equipment operation, maintenance, and supervision of large earthmoving projects, landfill closures, highways, pipelines, and oil field development in such diverse places as Alaska, Wyoming, North Dakota, and Minnesota. His training includes construction quality management for contractors, Competent Person, and HAZMAT. He continues to manage the growth and day-to-day business operations of the company and is responsible for business administration, coordination and marketing.
Earl L. Seelye

Earl Seelye has 17 years of construction field experience. He has been with Frontier Construction since its inception in 1995 and is a member of the Operators Union. His experience includes utility installation, site preparation and grading, and burial vault installation. Earl has been a Superintendent since 2002. His training includes CPR, First Aid, Competent Person and OSHA 30. He has lead burial vault installation crews in many areas of the country including Florida, Illinois, Missouri, Texas, Alabama, Michigan and Puerto Rico.
Peter G. Bernier

Peter Bernier holds a degree in Engineering and has served as both an engineer and construction manager on community development, housing, and utility projects, including eleven years supervising housing and community development programs on the Leech Lake Indian Reservation. He has bid and managed the construction of commercial, government and residential projects. His responsibilities include office administration, coordination, marketing, project management and management direction to the general construction activities of the company.
Wade W. Seelye
Wade Seelye started his construction field experience with Frontier in 2002. He is a member of the Operators Union and has experience in equipment operation, utility installation, site preparation & grading, and burial vault installation. His formal training includes OSHA 30, HAZMAT, Confined Space, First Aid and Competent Person. He has lead crews in West Virginia, Illinois, Missouri, and North Carolina.
Lee Giffen has worked in the field of construction since 1996. He joined the carpenters union in 1997 and has been a superintendent since 2010. He has completed the carpenters union Superintendent Training Course
as well as OSHA 30 training. In his more than 15 years of experience he has undertaken commercial, industrial and residential projects. Prior to joining Frontier, he worked for Lakehead Constructors, Inc., and was a superintendent for the Leech Lake Housing Authority.
The company's internal systems are supported by a friendly and knowledgeable administrative staff, and include fully computerized estimating, cost reporting and accounting functions.
